SYRUP BUYER BRIEF

Zero-Sugar Syrup: Market and Label Before Ratios

Sourcing and Market AccessPublished by Guilin Hengliyuan Biotech

Zero-sugar syrup buyer brief: set target market, label wording and finished syrup use before discussing sweetener ratios or samples.

For a zero-sugar syrup project, the first question is not which sweetener ratio to quote. It is what the finished syrup is, where it will be sold and what the label must say. A coffee syrup, soda concentrate and retail topping may use related ingredients but still need different market and application checks.

This guide is for beverage brands, foodservice syrup buyers, private-label teams and ingredient purchasers. It turns a vague request for a sweet percentage into a brief that can support a relevant sample and a more useful quotation discussion.

Market screening comes before a ratio

State the target country or region, sales channel, finished food category and who owns the final label review. Ingredient permission, sweetener naming, nutrition-panel treatment and claim wording can differ by market. A supplier can discuss a development direction, but a generic ratio cannot replace a product- and market-specific screen.

Review the actual ingredient version, food category, claim wording and applicable declaration basis for the project.

Zero sugar, zero sucrose and zero calories are different questions

For prepackaged foods within the scope of China GB 28050-2011, Table C.1 gives a no-sugar claim limit of no more than 0.5 g of sugars per 100 g for solids or 100 mL for liquids. This is a sugar-content claim, not a zero-sucrose or calorie result. Confirm the actual food and declaration basis rather than applying a diluted-drink calculation automatically to the syrup sold. GB 28050-2025 takes effect on March 16, 2027. The National Health Commission FAQ ties the transition to the production date: foods produced after implementation follow the new nutrition-label requirements; foods produced before implementation can continue to be sold within their shelf life. Review the standard applicable to the actual production date and product. For the US, sugar and calorie claims have separate conditions under 21 CFR 101.60. Confirm the food, applicable serving/reference basis, complete nutrition information and proposed wording. A numeric result for one question does not clear the others.

Proposed wordingQuestion to resolveWhat it does not establish
Zero sugar / sugar freeDo the finished food and proposed claim meet the applicable market conditions?A sugar-free ingredient name or a sweet taste does not establish the claim.
Zero sucroseWhat is the actual sucrose statement and full sugar composition?Other sugars are not ruled out by the absence of sucrose.
No added sugarWhat ingredients and processing are used, and what are the market-specific claim conditions? It is not interchangeable with a total-sugars content claim.
Zero caloriesWhat is the finished-product energy result on the required basis?A sugar result or one ingredient calorie factor is not a finished-product calorie result.

Allulose is a market input, not a global shortcut

FDA's final allulose guidance is a U.S. labeling starting point. It describes FDA's enforcement-discretion position for excluding allulose from Total Sugars and Added Sugars and using 0.4 kcal/g for label calculations, while still requiring allulose in the ingredient statement. That guidance does not approve an allulose syrup for every country, food category or claim. Allulose remains included in Total Carbohydrate under that US approach. Nutrition-panel treatment is separate from a front-of-pack sugar-free, zero-sugar or no-added-sugar claim. For a new US allulose project, confirm the main sales state and proposed wording before claim artwork; this guide does not clear those claims for the project.

Define what the syrup must do

Describe the use before naming the blend: hot coffee, iced coffee, sparkling water, soda concentrate, milk tea, fruit drink, mocktail, retail topping or another application. Add the serving or dilution method and any known Brix, total-solids, viscosity, clarity, pump-flow, pH, acid, heat-fill or storage requirement. These details determine which ingredient jobs matter. Record whether observations refer to the concentrate, the as-sold syrup or a prepared drink. Keep the mass or volume dilution basis, actual added amount, temperature and measurement method with each result. Brix is not a direct total-sugars assay in a mixed syrup, and pump behavior is not a complete shelf-life result.

Ask for a direction, not an invented universal formula

A useful first brief may compare an existing or sucrose control, a high-intensity sweetener direction and a body-supporting or blend direction where the market allows it. Monk fruit, stevia and allulose can play different roles, but the final choice depends on the real base, flavor, process, label and sensory result. Do not approve a ratio from a supplier page or a public competitor label.

Start with the market, syrup use and one question

Start with the final sales market, intended syrup use and the label, taste or process question. Add known packaging specification, estimated quantity, required certificates/documents and whether samples are needed. These details help focus the discussion; a complete formula, finished label or all six fields are not required for the first message. Use the real base, flavor, serving or dilution method, current control and process when known. Record undecided points so the next sample answers a clear question. A first sample does not guarantee the final formula, shelf life or label approval.

Official references and practical checks

The Chinese standards and transition FAQ, FDA allulose guidance and US claim rule answer different review questions. Read them for the actual food, date, market and claim; they do not approve a finished syrup, establish a universal ratio or guarantee a sample outcome.

Common questions

Why discuss the market before a sweetness ratio?

Ingredient permission, naming, nutrition treatment and claim conditions depend on the finished food and market. A ratio can address a formulation question after that context is clear; it cannot complete the market review.

Discuss this request
Does zero sucrose mean zero sugar?

No. Identify the other sugars and review the actual ingredient list and finished-product nutrition information against the applicable claim conditions.

Discuss this request
Does allulose disappear from the US nutrition label?

No. FDA’s guidance describes enforcement discretion for Total Sugars, Added Sugars and the calorie factor; allulose remains in Total Carbohydrate and must appear in the ingredient statement when present.

Discuss this request
Does that US allulose guidance approve a sugar-free syrup claim?

It concerns Nutrition Facts treatment. Review the finished food and proposed claim separately, including the main sales state for a new US allulose project. Do not treat the guidance as claim-artwork approval.

Discuss this request
Can I copy the syrup claim to the diluted drink?

Identify the concentrate, as-sold syrup and prepared drink separately. The relevant food, dilution and declaration basis need review; approval or observations for one do not automatically cover the other.

Discuss this request
Does China’s 2027 transition depend on when the label is designed?

The cited NHC FAQ addresses production date. Foods produced after implementation follow the new nutrition-label standard; foods produced earlier may continue to be sold within their shelf life. Check the actual product and applicable requirements.

Discuss this request
Do I need all six fields before asking about samples?

No. Begin with the final sales market, syrup use and main question. Known base, dilution, process, packaging, quantity and document needs can be added as the discussion develops.
